Rejection and Inspection Process

Introduction

Cowley Containers Corp. maintains a strict Rejection and Inspection Process for all incoming drums and Intermediate Bulk Containers (IBC). This procedure is crucial to ensure compliance with safety standards, environmental regulations, and our commitment to quality service.

Rejection Criteria

1. Non-Compliance with Empty Criteria

  • Any drum or IBC arriving at our facility that does not meet the Department of Transportation (DOT) and Environmental Protection Agency (EPA) criteria for being “empty” is subject to rejection.

2. Damaged or Non-Reconditionable Containers

  • Containers that are damaged or deemed non-reconditionable upon inspection will be rejected. This includes containers with significant structural weaknesses, corrosion, or other defects that compromise safety and integrity.

Inspection Process

  • Initial Assessment: All containers are inspected upon arrival to ensure they conform to our acceptance standards.
  • Detailed Examination: This includes checking for remaining residues, structural integrity, and compliance with the “empty” definition as per regulatory standards.
  • Documentation and Record Keeping: Detailed records of each inspection are maintained for compliance and quality assurance purposes.

Handling Rejected Containers

  • Notification to Provider: Providers of rejected drums or IBCs will be promptly informed of the rejection with a detailed explanation of the reasons.
  • Secure Storage: Rejected containers will be securely stored in a designated area until they can be returned to the provider or otherwise appropriately dealt with.
  • Return Process: Arrangements will be made for the safe return of non-compliant containers to the provider, adhering to all transportation safety guidelines.

Quality Assurance and Compliance

  • Regular Audits: Our processes and criteria for rejection and inspection are regularly audited to ensure compliance with current regulations and industry best practices.
  • Staff Training: Our personnel are extensively trained in inspection techniques and safety protocols to ensure accurate and efficient assessment of all incoming containers.

Environmental and Safety Standards

  • Commitment to Safety: The Rejection and Inspection Process is integral to our mission to provide safe, environmentally friendly, and high-quality container solutions.
  • Sustainability Focus: This process supports our commitment to sustainability by ensuring that only containers suitable for safe reconditioning and reuse enter our system.
